Achieving Deep Integration Between the Climate-Change and Energy Agendas: Some Reflections on the EU Approach

The regulation of climate change at the EU level, often described as "combat" against a dangerous enemy, is driving a very deep level of integration between energy and environmental policy within the EU. Of all the architectural elements of climate-change policy, probably the most crucial one is the political commitment to reduce GHG emissions by up to 95% below 1990 levels by 2050.
