Sharing the Challenge: Floodplain Management into the 21st Century

The Mississippi River Basin has long served as the crucible of U.S. flood policies, if for no other reason than it provides more practical experience extending over more of the nation's territory than any other river system. Early attempts to control the river's rampages took the form of individual levees constructed by plantation owners and, by the early 19th century, levee districts, which lined both sides of the lower Mississippi.
