Strategies for Conserving Biodiversity

One of the most encouraging trends in international environmental policymaking in recent years is the emergence of new institutions for bringing science to bear on critical policy issues. The most successful of these is the Intergovernmental Panel on Climate Change, which was formed in 1988 to assess the likelihood of human-induced climate change, its potential impacts, and the effectiveness of adaptation and mitigation measures. This panel has released several major reports in the last seven years, including an influential one' that came , out in 1990 while the negotiations on the Framework Convention on Climate Change were progressing. A similar expert group assessed the probable impacts of stratospheric ozone depletion in conjunction with the negotiations over the well-known Montreal Protocol.
