The House passed two bills July 21 designed to enhance research on technologies to make oil and gas drilling safer and to make oil spill prevention and cleanup efforts more effective.rnThe bills were approved by voice vote under the expedited suspension of rules process.rnOne of the major complaints of responders to the BP Plc oil spill in the Gulf of Mexico is the fact that they are working with virtually the same set of tools they had in 1989, said Rep.
