Health Department Issues Emergency Rules After PCBs Found at Water Treatment Plants

The land application of sludge containing measurable levels of polychlorinated biphenyls (PCBs) is prohibited in South Carolina under emergency rules issued by the state Department of Health and Environmental Control (DHEC). According to the agency, the rules, issued Sept. 25, are in response to the recent detection of PCBs in several wastewater treatment systems in South Carolina. Federal and state agencies are working to determine the source of the contamination, which is suspected to stem from illegal dumping, DHEC said.
