Democrats' Legislation Would Reauthorize Revolving Loan Fund, Streamline Program

Legislation to reauthorize the drinking water state revolving fund program was introduced Sept. 19 by two Democratic lawmakers, two days before Congress recesses to prepare for mid-term elections. Introduced by Reps. Henry Waxman (D-Calif.) and Paul Tonko (D-N.Y.), the Assistance, Quality and Af-fordability Act of 2014 (H.R. 5534) would offer $100 million in technical assistance through a competitive bidding process to nonprofits that will help small public water utilities comply with the Safe Drinking Water Act requirements.
