A Russian watchdog said a massive Arctic fuel spill earlier this year didn’t result from meltingpermafrost, putting it at odds with part of the explanation offered by storage tank owner MMCNorilsk Nickel PJSC.An investigation shows the spill was caused by faults in the design, construction and operation ofthe fuel tank, the Yenisei Department of the Federal Service for Environmental, Technological andNuclear Supervision said on its website. Nornickel has said thawing permafrost was a contributoryfactor to the May 29 incident, which spilled about 150,000 barrels of diesel into a Siberian riversystem.
