The structure of oil in water emulsions maintained by turbulence was underlined by Pacek et al. [5]; a developed video technique was employed giving sharp images which show the presence of droplets of oil in drops of water when the volume fraction of water is greater than 0,25. However, the established theories of the dielectric permittivity of these mixtures consider, independently from the nature of the phases, one phase dispersed in general into spherical drops in a continuous phase. In the case of water in oil emulsions, we purpose a model in which the dispersed phase is represented by oil in water emulsion. In view of the structural complexity of these emulsions, the estimation of oil quantity present in water is difficult. By passing the theoretical curves deduced by permittivity expression established by Greffe and Grosse, theory adapted for emulsions, it is possible to follow the evolution of oil fraction introduced in water with respect to volume fraction of water.
