National registration - bureaucracy?

I refer to the idea of national legislation to register all (professional) engineers. After having worked across three states, I am yet to notice a difference in the professionalism, performance or quality of engineering outcome between the states. National legislation would defeat the stance taken by Engineers Australia (and its members) to form the peer organisation for the engineering profession in Australia. Another registration authority? More bureaucracy?
