Preventing industrial accidents by reducing risk on-site is not enough, according to Nicolas Dechy, a French engineer who specialises in assessment of organisation and human safety factors. In a presentation to the University of Sydney Chemical Engineering Foundation in July, he said that land use planning is needed to reduce risk where industrial sites are located close to urban areas.
