Criticism over its handling of a study of upper Mississippi River locks and dams is prompting the Corps of Engineers to propose changes in planning future civil works projects. The Chief of Engineers, Lt Gen. Robert B. Flowers, wants to get outsiders' views on its major studies and also is reviving arndormant environmental advisory board. Flowers announced the ideas at a March 15 Senate hearing, at which he strongly defended the Corps against the waves of criticism it has received, mainly over the unfinished upper Mississippi study.
