Welcome to the new normal for the U.S. transportation market-a world in which state agencies' dependence on federal funding support has given way to the routine use of multiple revenue sources and delivery methods to advance multifaceted projects. Underlying the new landscape is the realization that the era of massive multi-year federal transportation bills may well be over. "States are looking for ways to achieve continuity and flexibility in their programs without the funding scenarios we've all grown up with," observes Ken Graham, CEO of Kansas City, Mo.-based HNTB. "Fewer projects are being performed using design-bid-build," adds Alvaro Piedrahita, president and CEO of San Francisco-based T.Y. Lin. "That's good for the states, but it also requires design firms to change their business models in order to stay competitive."
