For a building program to be successful and sustainable, it is imperative that the program include an operating budget as well as a construction budget. Fifteen to 20% of the cost of a building is first cost, and that remaining 80% or more is in the operation of the building over its lifetime. The following is an example of the HVAC annual operating budget for a new mission critical building with ancillary rooms (e.g., battery room), where 24-7 reliability is essential to continuous operation, at the conceptual phase of a renovation project. When designing a new mission critical building Class 1 facility, the design engineer should refresh his memory relative to this Basis of Design by first going to ASHRAE Handbook 2015 Applications and read chapters 19 Data Processing and Telecommunication Facilities, chapters 36 through 43 relative to building operation and management, chapter 57 room air distribution, chapter 59 HVAC security, and chapter 61 codes and standards. Also, a review of mission critical specific guidelines and standards to clearly understand the design impact of Tier 4/ Class 1 datacom requirements and how fault-tolerant site infrastructure impacts the building program and the ongoing operation, maintenance, and routine testing to assure 99.995% reliability.
