No one works well in an unnecessarily noisy area. The author calls for an engineering approach to noise limitation. Reducing high noise levels is an engineering problem, not a safety issue, and should therefore be addressed by engineers in a similar manner to any other engineering problem. There is often, unfortunately, a cany-over in approach from the assessment of noise (which can be a safety issue) to the reduction of noise (an engineering problem). As a result, many projects are tackled as safety problems, which tends to lead only to solutions based on costly guarding in the form of enclosures.
