Efficiency through 'gain not pain'

The problems resulting from climate change affect everyone. At recent conferences in Kyoto and Buenos Aires, the world's Governments committed themselves to meeting targets for the reduction of greenhouse gases. The British Government for its part, has a legally binding target of a 12.5% reduction (on 1990 levels) of greenhouse gas emissions by between 2008 and 2012. This is only a start for it has also set itself the more ambitious target of reducing CO2 emissions by 20% over the same period.
