A good test rejects the 'bad' and passes the 'good'. It may be acceptable to use a test that rejects the occasional good item providing it still rejects all bad ones. But in a production programming centre, it is fairly common to come across a set of test vectors that fail many or even all good parts. How can this be? Was it sloppy work by the design engineer? Well no, because it is a common problem and most engineers are extremely fastidious.
