This city in southwestern China is mainly known for its piquant cuisine. But Chengdu also aims to be China's next hot spot for high tech, as activity ramps in biotechnology, chips, IT, LEDs and renewable energy.rnA number of issues have stirred the pot. Chengdu's tech entrepreneurs have made strides in IT and software, but a fab project with China's Semiconductor Manufacturing International Corp. (SMIC) has struggled. OEMs and ODMs have yet to plumb Chengdu for manufacturing support.
