The ongoing shift in relative global wealth to developing countries that is described above will not be without challenges. It offers great opportunities, but tensions are bound to arise around international relations, global economic governance and geo-politics. The debate around SWFs represents a good example of the dilemmas. SWFs have played an important role in recapitalising the banking sector in the developed economies, but their activities have also aroused controversy - with concern expressed about a lack of transparency and whether the motivations behind their investments are more political than financial. The last few years have also seen a greater assertiveness from emerging economies in global for a like the WTO, the IMF and the World Bank. The legitimacy of developed country 'clubs' - such as the G8 - has also been questioned and, as the emergers' share of global output and wealth rises, even greater assertiveness can be expected.
