The expression "act locally, think globally" commonly suggests that ecological consciousness should begin at home and that local action will eventually have global consequences. It has also been used to describe everything from politics to mathematics, as in the 'local-global (or Hasse) principle'. Extrapolate the expression a bit further and you may just be able to apply it to the smallest ANSI (American National Standards Institute) standards-setting body, whose one specific action could have repercussions that spread all the way to Congress and ripple throughout the IP and standards-setting global electronics world.
