Are we looking at Singaporean-style cities developing on the African continent? I would argue no, mostly in reference to the political will and orientation driving much of the development. Kigali does pitch itself as a smart city, or an aspiring smart city, but its implementation is hampered by its political regime. Singapore has had a more liberal and progressive approach, and the nature of its strong leadership has been benign, whereas in Kigali there is more state control. Singapore has been developed as a city that is connected to everything else, something which Kigali, and Rwanda as a whole, is also doing very well. Singapore is a city-state and Rwanda is a small country with one principle city, so there is some parallel. But Rwanda is landlocked so it actually has to connect.
