That We All Might Eat: regionally-reliant food systems for the 21st century

In its preparations for the World Food Summit, the Food and Agriculture Organization has drafted a Policy Statement and Plan of Action, the basic premise of which is that 'every man, woman, and child has the right to be free from hunger and malnutrition' (FAO, 1996, p. 1) But who will act on this premise, and how will they act, to implement that right for the eight hundred million or so people who now, according to the FAO, do not have enough food to meet their basic needs?
