The ODC and Synergos Institute Roundtable Discussion for Official Development Assistance Agencies

In September 1995, ODC and the Synergos Institute brought together senior officers of major development agencies, leaders of several developing world civil society organizations (CSOs), and representatives of private foundations to review policy issues pertaining to their support for CSOs in the developing countries. There was no agreement on a single definition of civil society. Southern participants observed that the reality in developing countries is complex and specific to different countries. They stressed that there is great diversity within the sector and that many of their civil societies are organized along very traditional lines, often contributing to religious and ethnic tensions. They therefore proposed that outside assistance be used to transform and support the creation of modern, pluralistic CSOs.
