The problems of the skilled providing are considered for innovative development. His forming must be examined as one of major tasks of higher school. Directions of development and introduction of innovative paradigm of education are rotined. It foresees the flexible system of aims and maintenance of education. Innovative development is foreseen by the important change of going near nature management. The innovative way of development must become basis of national idea and its perception and acceptance public consciousness. Overcoming of deep system crisis is possible only on the way of development and realization of effective strategy of innovative development.
