Assessing the Planning of Public Private Partnership (PPP) in E-Government Implementation Experience in Jordan

Public private partnership (PPP) is one of the main approaches that have been utilized in executinge-government program in Jordan. The main aim of this paper is to assess the adoption of PPP in theimplementation of E-Government program in Jordan as one of the developing countries through assessing onestage of the three-stage model of PPP developed by (Alshqairat, 2009). This Model (3PEG) consists of threemain stages; planning, implementation, and evaluation. This paper empirically tests the planning stage for PPPin the implementation of E-Government program in Jordan. The assessing planning stage addresses sixdimensions of PPP: concept, justifications, requirements, the main aspects, readiness, and the strategicopportunities. Several results are reported. The findings that were supported by using quantitative andqualitative instruments suggested a significant support for all the planning stage dimensions.
