It is a no-nonsense term that rolls easily off the tongue and conjures up images of expedition, economy, efficiency, and directness of purpose. The word track connotes a direct, unswerving route to a predetermined destination. The term as a whole promises efficacious and accelerated construction and we can all accept that time is money. But, is it reasonable to expect that fast track construction will always live up to these optimistic prospects?
