Co-located seawater desalination/power facilities: practical and institutional issues

This paper discusses the potential benefits of a co-located seawater desalination/power facility and the practical and institutional issues associated with such a facility. Much of the practical application cited in this paper is based on recent engineering studies and detailed technical discussions between the San Diego County Water Authority (Authority) and San Diego Gas and Electric Company (SDG&E). These studies and discussions centered on the potential for developing a seawater desalination facility in conjunction with the proposed repowering of an existing generator unit at SDG&E's South Bay Power Plant located in Chula Vista, California.
