Air Quality Permitting: Best Available Control Technology Development of Economic Impacts

摘要

The US Clean Air Act regulations require careful preconstruction review and permitting to ensure compliance with the US ambient air quality standards, the applicable air quality increments, and the requirement to apply the best available control technology (BACT) on the project's emissions of air pollutants. The BACT analysis is conducted to determine the control technology that meets the BACT requirements of the Act. The BACT analysis is done on a case-by-case basis and pollutant-by-pollutant basis and considers energy, environmental, and economic impacts in determining the maximum degree of reduction achievable for the proposed new source or modification to an existing source. The purpose of this article is to discuss the cost estimating engineer's approaches to developing the economic impacts for the BACT analysis.
