Paraphrasing the words of Robert Burns in To a Mouse, "The best laid plans of mice and men often go awry." And so it is with this column. I had just about completed the column, as is typical with me, a day or two before the deadline, when recent events made me rethink and then rewrite the column. The theme of this month's issue of Cost Engineering is international issues and, while it's still my intent to address that topic, I want to do so in a different way than I had originally intended.
