Cost Estimating - A Dying Art?

Not having an engineering degree, I did not learn the basic concepts of cost estimating while in school. My initial exposure to this aspect of cost engineering came about several years later when I went to work for a government agency that planned and financed capital projects. Part of the agency's function was to review the cost estimates prepared by municipal or consulting engineers in support of their grant applications to determine whether the amount estimated was sufficient to pay for the cost of the project.
