A Multidisciplinary Approach To Pollution Control Property Tax Exemptions For New Power Plants

The Energy Information Administration estimates that new power plant construction from 2006 to 2009, will yield over 69,000 megawatts in fossil fuel fired power generation facilities. Because of stringent and evolving US federal and state pollution control related legislation, these fossil fired power generation plants will include large capital costs for the installation of pollution control systems, equipment, and additions. Many state and local jurisdictions offer property tax pollution control exemptions for qualifying pollution control additions. Many power plant investors and owners will establish goals to maximize the power plant design and minimize the construction costs. But often, these efforts will not incorporate considerations necessary to maximize a property tax savings for the pollution control additions integral to every new fossil fuel power plant design. By using a multidisciplinary consulting team to maximize their property tax savings, a power plant owner will be able to focus their internal resources on the successful construction and operation of the power plant. Simultaneously, the multidisciplinary consulting team with construction, engineering, costing, environmental, and tax individuals can integrate their knowledge to maximize property tax pollution control exemptions.
