The planning and development of industrial programs are complex processes because of the wide range of factors (economical, political, and technical) that affect them. All these processes need to be examined by a constant representative referencing parameter, i.e., costs. Cost characterizes the overall project planning process, so cost analysis represents an integral part of programming and budgeting activities [25]. The main cost analysis targets are: preparation of cost estimates in support of the activities of industrial projects; and, comparative analysis of cost and pay back expectation estimates. Space program project processes are economically represented by life cycle costs (LCCs) [19]. An LCC estimate provides an exhaustive and structured accounting of all resources necessary to identify all cost elements, including development, deployment, operation and support.
