Winning new work is the lifeblood of any construction contractor, but it is becoming an increasingly fraught process. The ongoing Office of Fair Trading (OFT) investigation into bid rigging has uncovered issues with more than 3,000 contracts worth about £3bn - and it involves contractors of all sizes throughout the industry. The OFT's interest - and the threat of huge fines - has concentrated the minds of many contractors. The fallout from the issue of cover bidding has meant that many firms may be almost too scared to bid for work, unless it is something they really, really want to do.
