In summary, while demonstrating deficiencies from 2006 to 2009, the British Army's organizational capabilities to adapt and implement changes to doctrine remain superior to those of the Bundeswehr. Deficiencies across all four organizational capabilities in tactical-level doctrinal development and implementation during the initial stages of operations in Helmand bear a significant level of responsibility for the overly kinetic and dispersed approach to operations that stunted British progress.
