In Cognitive radio (CR) systems, the spectrum management of spectrum sensing and sharing for secondary users (SUs) affects the performance of secondary users and primary user. In this paper, we develop a spectrum sensing model for SUs who belong to different clusters by considering licensed spectrum borrowing balancing. With the spectrum sensing model, spectrum sharing among the secondary uses is executed based on borrowing-time division multiple access (TDMA), in which the active secondary users¿ transmission is allowed to utilize the slots assigned to the idle cognitive users as required. By simulations we find that the proposed strategy has the lower spectrum sensing period, while maintaining channel utilization 0.92 above. Furthermore, the results show the better tradeoff between the throughput and energy consumption of CR system.
