ASPERF Challenges Water-Closet Testing

The 1992 Energy Policy Act (EPACT), enacted by the U.S. Congress, mandated a national standard requirement for water closets manufactured and installed on all new and retrofit projects within the United States to utilize a maximum of 1.6 gallons of water per flush. This change from the industry standard of 3.5 gallons per flush was mandated in the interest of water conservation.
