The Transportation Equity Act for the 21st Century (TEA-21) was a major accomplishment for AGC. Our efforts in 1997 and 1998 helped to boost highway program funding by 44 percent and ensured that the Highway Trust Fund would no longer be used to offset deficit spending in other parts of the federal budget. TEA-21 established budget firewalls to protect trust fund revenue and the Revenue Aligned Budget Authority (RABA) mechanism to guarantee that expenditures on transportation improvements would mirror revenue into the Highway Trust Fund.
