Strong leadership is necessary if this vital project is to succeed

Sir David Higgins is widely regarded as having brought about a change in the culture of Network Rail -from one of command and control to one that is more collegiate, more empowering and that is based on partnerships. He has now decided to take something of a leap of faith with High Speed 2. He undoubtedly will not be the last individual, business, stakeholder group or perhaps even government that will need to do the same if this vital project is to be delivered. Sir David's leadership of Network Rail is impressive in itself, but it is his former leadership of the Olympic Delivery Authority that sets him out as a man who gets things done.
