Output in the sector has fallen for three consecutive years and prospects for the sector look weak as work on the Decent Homes programme comes to an end and the government focuses on new build rather than rm&i. Social housing accounts for relatively little of the housing stock within England as a consequence of government legislation on right-to-buy. The social housing stock accounts for only 18% of the total stock of housing. However, within the stock of housing that is still under public control, the government still has commitments towards improvements. In 2000, the government set a target for bringing all social housing to a decent standard by 2010.The greatest gains were made initially and by 2005, only 29% of social homes failed to meet the standard, compared to 53% in 1996. However, in 2006 the target of all social housing was reduced to 95% and, furthermore, during the 2007 Comprehensive Spending Review (CSR), the government announced that it would only be making another 500,000 homes decent by 2010, leaving around 5-10% of the stock below the standard.
