Public housing repair, maintenance and improvement (rm&i) declined for the third successive year in 2007. This was unexpected given that the government's core programme to improve the quality of the housing stock "Decent Homes for All" is due to be completed in 2010. While progress has been made in meeting the refurbishment targets set at the beginning of the decade, more rapid advances have been made in the provision of new social housing. Even with the additional stimulus to improve the energy efficiency of the housing stock, the forecast suggests a slow downward trend through to 2012.
