As feared before the CSR, the Department for Health's coveted ring-fence failed to extend to capital budgets. Between 2009/10 and 2014/15 capital funding from central government will contract by 15%. Early indications, however; suggest that Procure 21 + will have a broadly equivalent value to its predecessor and the CSR gave the green light to several large PFI hospital schemes.
