In mid-October, the government downgraded its assessment of the economy for the first time since February 2009 as signs emerge of rising downside risks to growth. Renewed weakness has been most apparent in externally-oriented sectors as the strong yen stunts the export-led recovery. Indeed, exports recorded the slowest month of growth this year in September, posting a 14.4% (y-o-y) rise.
