In today's world where excess volatility and disorderly movements in exchange rates, together with disharmonious currency liquidity, represent a significant barrier to trade and investment, one might assume that an international response was forthcoming. Experts and scholars have discussed the issue - some suggesting a return to the gold standard or introducing a global reserve currency under management of the IMF - but none of these approaches gathered much support.
