The increased demand for spectrum management faces a critical challenge due to its scarcity. A dynamic resource allocation principle works best for any situation leading to a gap between demand and supply. Business and economic considerations make this allocation principle more complex; therefore, there is a need for a holistic approach to managing spectrum allocations.
