I recently returned from Romania, which in this respect is ahead of North America in terms of adoption of networked computing devices. The local carriers offer fully featured netbooks + HSPA dongle and unlimited data plan for around US$20 a month, if one wants notebook and videoconferencing capabilities on the go, no need for anything else. And smart phones with unlimited data plans are even less expensive.
