A new proposal for a standard Hangul (or Korean script) code

This paper explains the unique property of Hangul (Korean script) that syllable-initial consonantal characters and syllable-final consonantal characters are treated differently in sorting. Without understanding this important characteristic, a wrong approach will probably be taken to standardize Hangul codes. Then this paper reviews existing Hangul encoding schemes (including the current Standard) and their problems.
