As far back as Part 3 in this series of articles examining the Changing Face of International Cryptography Policy, I surveyed some of the most recent policy developments then occurring within the overall framework of the European Union. This month, I propose looking in greater detail at the background to those developments, particularly those that took place during the years leading up to 1999.
