Building a museum? Go hire a star architect. This seems to be the rule of the day. Architecture is as important, sometimes more so, than what is inside. Just ask the people of Milwaukee, or Los Angeles, or Cincinnati. A closer look at the museums in these cities, however, reveals that there is more to this equation than, 'If you build it, They will come.' "There is a creeping ubiquity of signature buildings," says James Stewart, Director of the University of Michigan Museum of Art. Stewart recently led a competition of sorts for an expansion of his museum, recog- nized as one of the best university art museums in the country.
