When unforeseen construction problems halted work on a main waste-water collector line in the middle of Valparaiso, Chile, the city used hard rock tunneling to move construction away from developed areas. Spoil from the tunnel, which leads to oceanside cliffs, provided a platform for the city's new wastewater treatment plant and marine outfall on the ocean's edge.
