Using a design/build contracting approach, the city of San Diego is expediting work on a $30-million pipeline project through congested roadways in northern San Diego County. Scheduled for completion this summer, the Black Mountain Road 'Pipelines Project will encompass more than 50,000 linear ft (15,240 m) of large-diameter transmission mains, enabling the city to greatly expand the amount of potable and reclaimed water it provides to its rapidly growing areas. San Diego's burgeoning population in recent years has necessitated a tremendous expansion of infrastructure to meet water needs. The city's Water Department is currently implementing an eight-year, $773-million capital improvement program to improve and upgrade the water system. Projects cover everything from treatment and storage to distribution system facilities, and at present more than 90 projects are in some phase of design or construction.
