In a significant move to combat the gradual increase in terrorist attacks against the United States, the Department of Homeland Security (DHS) announced in November that the Homeland Security Center for Risk and Economic Analysis of Terrorism Events at the University of Southern California (USC) was being designated the first homeland security center of excellence. The center will study the effects of terrorist threats and activities on the nation's infrastructure, especially the facets dealing with transportation, telecommunications, and electric power. As Max Nikias, dean of the School of Engineering at USC puts it, "We've already experienced the blackouts [last] summer in the northeast. A nationwide blackout would be a major event."
